. I
SECTION 2
SUMMARY
2.1 Project Summary
ICF will perform confirmation soil sampling of remediated soils at 1320 West Weber Street.
In addition, groundwater samples will be collected from monitor wells and drums containing
monitor well purge and development water at 425 North Union Street. Both properties are
located in Stockton, California (Figure 1). The details of.ICF Kaiser field activities are
identified in the Work Plan dated May 9, 1995:
• Soil Sampling at 1320 West Weber Street -:Soil samples will'be collected from
a depth of 2 to 3 feet below ground isurface'°(bgs) using_ hand:augers and
manual piston slide hammers ("slam-bar").
• Purge and Development Water Sampling at 425 North Union-iStreet - Monitor
well development and purge water contained in approximately 7 drums will be
collected and analyzed for characterization and disposal options.
• Monitor Well Sampling at 425"North Union Street - Five monitor wells located
at the site will be purged and sampled on a quarterly basis.
Field activities are anticipated to begin in June, 1995. Soil sampling and:drum sampling will
last approximately 2 days. Monitor well'sampling'will be!conducted quarterly. There will
be one ICF representative onsite for all activities.. A list of personnel involved in the field
activities is provided in Section 3 of this SSHP. '
2.2 Area Description/History
The properties are located at 425 North Union Street and 1320 West Weber Street, both in
Stockton, California (Figure 1). The properties consists of a storage building, ammonia
coolers, ice manufacturing plant, and an asphalt paved drive and stock yard.
In September 1989, four underground storage tanks were removed from they former Union
Ice property located at 425 North Union Street under the direction of the San Joaquin County
Division of Environmental Health. The tanks included two 10,000-gallon fuel tanks, one
500-gallon fuel oil tank, and one 250-gallon waste oil tank. Results from soil samples
collected at the time of tank removals indicated that soil beneath the two smaller tanks had
been impacted with petroleum hydrocarbon pioducts.
In January of 1990, soil remediation of the two impacted tank sites was performed. A total
of approximately 1,200 cubic yard of soil was excavated and removed from`the.former tank
locations. The excavated soils were stockpiled at the Union Ice facility located at 1320 West
Weber Street. Additional soils and groundwater investigations were carried, out from January
1992, to September 1993, and included the installation of four monitor wells and multiple
soil borings. Maximum soil concentrations of analytes tested include; xylenes at 16,000
2-1
