EMERGENCY RESPONSE PLAN <br /> General <br /> In order to reduce the impact of an accident related to environmental activities at the site, an <br /> Emergency Response Plan is necessary. This plan consists of an emergency response system <br /> designed to reduce the impact of an accident by rapid containment. Accordingly, this <br /> Emergency Response Plan is designed to make optimum use of all available resources for <br /> speedy containment of the incident, so that the threat to people, the environment, and site <br /> property is minimized. The following sections provide a description of the responsibilities, <br /> emergency actions, contacts, and procedures necessary for an effective emergency response <br /> system. <br /> Responsibilities <br /> As a result of the potential hazards at the site, and conditions under which operations are <br /> conducted, the possibility of an emergency situation developing is real. Should an <br /> emergency develop while environmental personnel are onsite, lines of authority have been <br /> established for supervising the situation. The Site Emergency Coordinator for this project <br /> are the SSOs. <br /> The Emergency Coordinator shall implement the contingency plan whenever conditions at the <br /> site warrant such action. The coordinator will be responsible for assuring the evacuation, <br /> emergency treatment, emergency transport of site personnel as necessary, and notification of <br /> the appropriate Site emergency response units and management staff. <br /> All project personnel will be instructed in the functions of the Emergency Response Plan. <br /> Because an incident can occur anywhere at any time, each individual may become the first <br /> observer of an incident and as such has definite responsibilities. These incidents include <br /> hazardous material spills, fires and explosions, personnel injuries, and transportation <br /> accidents. Any individual who discovers any of these situations becomes the first-responder. <br /> The Emergency Coordinator should be notified as soon as possible. <br /> Emergency Procedures <br /> In the event of an emergency situation such as fire, explosion, or significant release of <br /> hazardous materials during an investigation, the initiation of assembly and response <br /> procedures will begin upon receiving a signal (verbal) from the SSO. Once the signal is <br /> given, all personnel in the work area will assemble in the Support Zone or other upwind area <br /> to be identified by the Emergency Coordinator. The Emergency Coordinator or designee <br /> will initiate the proper response action by calling 911. Under no circumstances will <br /> incoming personnel or visitors be allowed to proceed into the area once the emergency signal <br /> has been given. The Emergency Coordinator or designee will see that all site personnel are <br /> accounted for and access for emergency response personnel and equipment is provided. <br /> 11-3 <br />
