The following is an itemized list of hazardous waste violations that have not been <br /> addressed for Dollar General #13593 as of May 29, 2020. <br /> Open violations from July 29, 2019 inspection <br /> Violation#106-Failed to train employees on waste handling and emergency procedures. <br /> Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) <br /> handling or the training provided has been inadequate. <br /> When asked how employee's determine which HW tote a waste item should be placed into, Christyne Cahill, <br /> Manager On Duty, explained that when a waste item is scanned,the hand-held scanner will indicate which HW <br /> tote the item should be placed into. Christyne also stated that if the hand-held scanner does not indicate which HW <br /> tote an item belongs in, employees refer to the Dollar General (DG) Environmental Compliance poster(Poster), <br /> found posted next to the HW storage area. <br /> 1. The following observations were made in the hazardous waste(HW)storage area of the facility(IMG 7481, <br /> 7527): <br /> A. The following waste items were found bagged in the Toxic HW tote(IMG 7706-7): <br /> 1.A seemingly empty container of Dollar General (DG)Lavendar Bleach.According to Christyne,this <br /> cleaner was a store-use item,which was used by employees to clean the facility. Christyne stated that empty <br /> chemical containers are also scanned to determine which hazardous waste tote the container should be placed in. <br /> According to the DG Poster, items labeled as containing bleach are to be placed in the Oxidizer HW tote. Christyne <br /> placed the bleach container into the Oxidizer HW tote. (IMG 7708, 7723) <br /> 2. Two containers of DG auto SAE 1 OW-40 High Mileage Motor Oil, one of which was leaking,with an <br /> absorbent pad. The oil was leaking out of the bag and into the bottom of the tote. It was unclear if the motor oil <br /> belonged in the Toxic or the Flammable HW tote, since the DG Poster states that automotive fluids are classified <br /> as toxic,while oils, hydrocarbons and petroleum distillates are classified as flammable. Christyne cleaned up the <br /> leakage of motor oil from the bottom of the container, double bagged the leaking containers and clean-up material, <br /> and placed the bag into the Flammable HW tote. Christyne did not seem aware of who to call in case she or <br /> another employee had further questions about an item's hazardous waste determination. (IMG 7709-11) <br /> B. The following waste items were found bagged in the Oxidizer HW tote(IMG 7715-6) <br /> 1.An aerosol can of Clorox Scentiva Bathroom Floor Cleaner.According to the DG Poster, aerosols are to <br /> be placed in the Flammable HW tote. Christyne placed the aerosol can into the Flammable HW tote. (IMG 7717-8) <br /> 2.A seemingly empty container of Pinalen Original Multi-Purpose Cleaner.When the cleaner was scanned, <br /> the hand-held scanner indicated that the cleaner should be placed into the Alkaline HW tote. Christyne paced the <br /> cleaner container into the Alkaline HW tote. (IMG 7719-20) <br /> 3. Two containers of Rexall Men's Multivitamin Gummies.According to the DG Poster, over-the-counter <br /> health and beauty and medicines are to be placed in the Toxic HW tote. Christyne placed the multivitamins into the <br /> Toxic HW tote. (IMG 7721-2) <br /> The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper <br /> waste handling and emergency procedures. <br /> Provide proof of re-training and training materials to the EHD for employees whose responsibilities include <br /> hazardous waste. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 1 of 1 <br />
