S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 12/1/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> QUEST INDUSTRIES LLC 2518 E BOEING WAY, STOCKTON November 04, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> storage facility, all phases of the hazardous waste shall be managed as hazardous waste after separation. <br /> (C) Combining two or more waste streams that are not incompatible into a single tank or container if both of the <br /> following conditions apply: <br /> (i) The waste streams are being combined solely for the purpose of consolidated accumulation or storage or <br /> consolidated offsite shipment, and they are not being combined to meet a fuel specification or to otherwise be <br /> chemically or physically prepared to be treated, burned for energy value, or incinerated. <br /> (ii) The combined waste stream is managed in compliance with the most stringent of the regulatory requirements <br /> applicable to each individual waste stream. <br /> (D) Evaporation of water from hazardous wastes in tanks or containers, such as breathing and evaporation through <br /> vents and floating roofs,without the addition of pressure, chemicals, or heat other than sunlight or ambient room <br /> lighting or heating. <br /> (3) This subdivision does not apply to any activity for which a hazardous waste facilities permit for treatment is <br /> required under the federal act. <br /> (c) "Treatment"does not include the combination of glutaraldehyde or orthophthalaldehyde,which is used by <br /> medical facilities to disinfect medical devices,with formulations containing glycine as the sole active chemical, if the <br /> process is carried out on-site. <br /> CORRECTIVE ACTION: Immediately cease treatment of hazardous waste paint until a permit is issued by the EHD, <br /> California Department of Toxics Substances Control or the United States Environmental Protection Agency. Store <br /> and dispose of the hazardous waste as specified in Title 22 California Code of Regulations until the treatment permit <br /> is obtained. Contact the appropriate regulatory agency to initiate the permit process. Provide a corrective action <br /> statement and supporting documentation to the EHD within 30 days. <br /> This is a Class I violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: The eyewash station near door M-4 had plumbing issues and was not working properly. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the eye wash station into proper working order by repair, replacement or testing. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class 11. <br /> FA0014398 PR0538472 SCO01 11/04/2020 <br /> EHD 22-02 Rev.9/16/2020 Page 13 of 27 Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
