The following is an itemized list of hazardous waste violations that have not been <br /> addressed for DOLLAR GENERAL#14130 as of May 29, 2020. <br /> Open violations from July 19, 2019 inspection <br /> Violation#103-Failed to retain hazardous waste determination including waste analysis on site for 3 <br /> years. <br /> According to Bill Davis, Store Manager, in order to determine if a waste item is a hazardous waste (HW), and to <br /> determine which HW tote the item should be placed into based on its hazardous properties, employee's use a <br /> hand-held item scanning system. Once a waste item's barcode is scanned,the scanner's screen will prompt the <br /> employee if the item is HW by stating which of the seven different HW totes the item should be placed in.The <br /> seven different HW totes at the facility are labeled as flammable,oxidizer, acid, alkaline,toxic, smoking cessation, <br /> and universal waste. <br /> The bagged waste items listed below were found in HW totes at the time of inspection, however the hand-held <br /> scanner prompted Bill to place the items into the"Appropriate" HW tote, but did not specify which of the seven <br /> totes.According to Bill,when this occurs, employees rely on the Dollar General (DG) Environmental Compliance <br /> Poster(Poster)(see photo IMG 7483)and the DG Guidance document(IMG 7497-502)posted next to the HW <br /> storage area,to determine which HW tote an item should be placed in. However,the DG Poster and Guidance <br /> document did not include the items listed below, nor a similar type of item,to assist employees in making an <br /> accurate HW determination. <br /> 1.A Glade candle,found in the Toxic HW tote. (IMG 7486, 7495-6, 7527) <br /> 2.A seemingly empty container of Pine Glo Antibacterial and Disinfectant cleaner,found in the Toxic HW tote. <br /> According to Bill,this cleaner was a store-use item,which was used by employees to clean the facility. Bill stated <br /> that store-use items are given a store use number and have the item's barcode crossed out.According to Bill, <br /> empty chemical containers are also scanned to determine which hazardous waste tote the item should be placed <br /> in. Bill stated he thought the Pine Glo should go into the Flammable HW tote since he thought Pine Sol cleaner, <br /> which is pictured on the DG Flammable HW Guidance,was similar to the Pine Glo cleaner. (IMG 7507-10) <br /> Bill stated if he is still unable to determine which HW tote a waste item belongs in, he will usually place the item <br /> into the Toxic HW tote. Bill also mentioned he can submit a ticket to corporate notifying them about an item that is <br /> not assigned a specific HW tote on the scanner, so that corporate can update the scanning system. <br /> Immediately locate a copy of the hazardous waste determination made for the hazardous waste items listed above, <br /> ensure store employees are familiar with these waste determinations, and submit a copy to the EHD. <br /> If a copy is unavailable, immediately make a hazardous waste determination and begin managing the above listed <br /> waste under Title 22 hazardous waste regulations. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 1 of 4 <br />
