The following is an itemized list of hazardous waste violations that have not been
<br /> addressed for Big Lots Stockton 4105 as of October 09, 2020.
<br /> Open violations from July 15, 2019 inspection
<br /> Violation#103-Failed to retain hazardous waste determination including waste analysis on site for 3 years.
<br /> At the time of inspection, Sandra O'Donnell, Store Manager, did not know how the hazardous waste(HW)items
<br /> listed below were determined to be placed in the specific HW classification tote(e.g. Flammable/Compressed Gas,
<br /> Oxidizer, Corrosive Acid, Corrosive Base, and Toxic/State)that each item was found in. Sandra stated that normally
<br /> the items are placed in the HW tote indicated by the facility's (phone scanning application once an item is scanned,
<br /> however the application was not working at the time of inspection. Sandra stated that when the HW determination is
<br /> not available on the (phone application,the item's label, the Big Lots Waste Disposal Quick Reference Guide, and
<br /> information on the HW tote labels are used to make a HW determination for an item.
<br /> -A container of Garnier Skin Active Micellar Cleansing Water was found leaking out of a bag and into the Oxidizer
<br /> (OX) HW tote. Sandra was unable to identify why the Garnier Skin Active Micellar Cleansing Water was placed in
<br /> the OX HW tote, based on the item label,the various HW tote labels, and the Big Lots Waste Disposal Quick
<br /> Reference Guide(Quick Ref. Guide). (IMG 7305-08)
<br /> -A nearly empty 33.8 oz bottle of Fabuloso Multi-Purpose Cleaner was found leaking into a bag in the OX HW tote
<br /> without absorbent. It was not clear what happened to the missing liquid that was once in the container. Sandra
<br /> stated she believed the Fabuloso should go into the OX HW tote because the cleaner contains bleach. However,
<br /> the label on the cleaner states not to use the item with chlorine bleach, an oxidizer,to avoid irritating fumes. (IMG

<br /> -A 12 oz container of Fresh Linen Odor Neutralizing Gel Beads was found partially empty in the OX HW tote. It was
<br /> not clear what happened to the missing gel beads that were once in the container. Sandra was unable to identify
<br /> why the gel beads were placed in the Oxidizer tote, based on the item label,the various HW tote labels, and the
<br /> Quick Ref. Guide. (IMG 7324-6)
<br /> -Two boxes of Suavitel Fabric Conditioner sheets were found in the CB HW tote. Sandra was unable to identify why
<br /> the fabric conditioner sheets were placed in the CB HW tote, based on the item label,the various HW tote labels,
<br /> and the Quick Ref. Guide. (IMG 7334-5)
<br /> -Two 9 oz containers of Pearl Scents Renuzit Air Freshener gel beads were found in the CB HW tote,while similar
<br /> gel beads, Fresh Linen Odor Neutralizing Gel Beads,were found in an OX HW tote. Sandra was unable to identify
<br /> why the gel beads were placed in both the CB and OX HW totes, based on the item labels,the various HW tote
<br /> labels, and the Quick Ref. Guide. (IMG 7336-40)
<br /> -A 6 oz solid air freshener was found in the Corrosive Acids(CA)HW tote. Sandra was unable to identify why the
<br /> air freshener was placed in the CA HW tote, based on the item label,the various HW tote labels, and the Quick Ref.

<br /> -A pack of Olay make-up remover face wipes was found in the CA HW tote. Sandra was unable to identify why the
<br /> wipes were placed in the CA HW tote, based on the item label, the various HW tote labels, and the Quick Ref.

<br /> -A 1.01 fl oz container of Dead Sea Argan Facial Serum was found in the CA HW tote. Sandra was unable to
<br /> identify why the facial serum was placed in the CA HW tote, based on the item label,the various HW tote labels,
<br /> and the Quick Ref. Guide. (IMG 7350-1)
<br /> -A tube of Colgate Total Whitening Toothpaste was found in the CA HW tote. Sandra was unable to identify why the
<br /> toothpaste was placed in the CA HW tote, based on the item label,the various HW tote labels, and the Quick Ref.

<br /> A generator shall make a hazardous waste determination and keep a record of any test results,waste analyses, or
<br /> other determinations made in accordance with hazardous waste regulations for at least three years from the date
<br /> that the waste was last disposed of.
