OBSERVATION:At least two spent lead acid batteries were observed on site at the time of inspection.According to Irma Ulloa, manager,the business takes its spent lead acid batteries to Auto Zone for recycling. Bills of lading for the recycling of lead acid batteries from 1/16/2017 through 1/16/2020 were not found on site. REGULATION GUIDANCE: (A)The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR section 1161,to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or who uses, reuses, recycles or reclaims the batteries or their components. (B)The generator shall retain, at the generator's place of business for at least three years, a legible copy of each manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the batteries or who uses, reuses, recycles or reclaims the batteries or their components. CORRECTIVE ACTION: Provide copies of battery core bill of lading records from 1/16/2017 through 1/16/2020, maintain battery core bill of lading records for at least the last three years on site, and provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days.
