i r <br /> Ted Johnston - 2 - 4February 2004 <br /> • By 1 April 2004, the City shall submit a letter identifying and describing the registered <br /> professional who has been retained to conduct the required work. <br /> • By 1 June 2004, the City shall submit a workplan for conducting a Hydrogeologic Evaluation <br /> to determine shallow groundwater flow direction in the vicinity of the site. At a minimum, the <br /> workplan shall include a proposal for (a) a review of historical hydrogeologic data produced <br /> by Nestle, (b) short-term coordinated monitoring of shallow groundwater monitoring wells at <br /> the City's site, the Fox River Paper Products facility, and the Nestle facility, (c) monitoring of <br /> the Stanislaus River stage coordinated with shallow groundwater monitoring, and (d) a review <br /> of the specific inadequacies of the City's current groundwater monitoring network. The <br /> workplan shall clearly identify and detail the monitoring network and data that will be used in <br /> the evaluation. <br /> • By 1 September 2004, the City shall submit (a)the results of the Hydrogeologic Evaluation <br /> and (b) a Monitoring Well Installation Workplan. The Hydrogeologic Evaluation results <br /> should include a detailed hydrogeologic interpretation of the shallow groundwater zone in the <br /> vicinity of the site, describe and provide the rationale for the placement of a sufficient number <br /> of additional groundwater monitoring wells to allow evaluation of the groundwater quality <br /> upgradient,beneath, and downgradient of the site, and include a long-tern monitoring <br /> program that will provide the data necessary to assess compliance with the Groundwater <br /> Limitation of the WDRs. The Monitoring Well Installation Workplan should provide detailed <br /> plans for the installation of wells proposed in the Hydrogeologic Evaluation. Every <br /> monitoring well must be constructed to yield representative samples from the uppermost layer <br /> of the uppermost water bearing zone and to comply with applicable well standards. The <br /> workplan should be consistent with, and include the items listed in, the first section of the <br /> enclosed document,Items to be Included in a Monitoring Well Installation Workplan and a <br /> Monitoring Well Installation Report of Results. All wells shall be installed no later than 1 <br /> November 2004, and samples from these wells shall be included as part of the 4t° Quarter <br /> 2004 monitoring event. <br /> • By 15 December 2004, the City shall submit a Monitoring Well Installation Report of Results. <br /> The report should be consistent with, and include the items listed in, the second section of the <br /> enclosed document,Items to be Included in a Monitoring Well Installation Workplan and a <br /> Monitoring Well Installation Report of Results.
