Wilma Ave. <br /> Ripon, CA 95366 <br /> TRANSMITTAL OF DRAFT REVISED MONITORINGAND REPORTING PROGRAM, <br /> CITY OF RIPON WASTEWATER TREATMENT PLANT, SAN JOAQUIN COUNTY <br /> The City of Ripon operates a wastewater treatment plant that accepts domestic and industrial <br /> wastewater. The discharge is regulated by Waste Discharge Requirements MRS) Order No. 94-263. <br /> The City has recently stated that it may change industrial waste streams, and therefore the WDRs may <br /> need to be revised. Staff's review of the existing WDRs and Monitoring and Reporting Program (MRP) <br /> reveals inadequate groundwater quality data is being collected to determine if the discharge is degrading <br /> groundwater quality. Therefore, the Regional Board has prepared a revised MRP to allow collection of <br /> additional groundwater data in advance of preparation of the revised WDRs. In addition, staff s review <br /> shows that the City of Ripon is not submitting the required monitoring reports. An enforcement letter <br /> will follow shortly. <br /> Please review the attached Draft Revised MRP No. 94-263 and provide any comments on it by <br /> 21 February 2003. The document will be revised as appropriate and finalized by 28 February 2003. <br /> The City should anticipate implementing the revised MRP in March 2003. The City may elect to <br /> perform additional monitoring of wastewater to allow evaluation of the treatment process.
