Wilma Ave.
Ripon, CA 95366
TRANSMITTAL OF DRAFT REVISED MONITORINGAND REPORTING PROGRAM,
CITY OF RIPON WASTEWATER TREATMENT PLANT, SAN JOAQUIN COUNTY
The City of Ripon operates a wastewater treatment plant that accepts domestic and industrial
wastewater. The discharge is regulated by Waste Discharge Requirements MRS) Order No. 94-263.
The City has recently stated that it may change industrial waste streams, and therefore the WDRs may
need to be revised. Staff's review of the existing WDRs and Monitoring and Reporting Program (MRP)
reveals inadequate groundwater quality data is being collected to determine if the discharge is degrading
groundwater quality. Therefore, the Regional Board has prepared a revised MRP to allow collection of
additional groundwater data in advance of preparation of the revised WDRs. In addition, staff s review
shows that the City of Ripon is not submitting the required monitoring reports. An enforcement letter
will follow shortly.
Please review the attached Draft Revised MRP No. 94-263 and provide any comments on it by
21 February 2003. The document will be revised as appropriate and finalized by 28 February 2003.
The City should anticipate implementing the revised MRP in March 2003. The City may elect to
perform additional monitoring of wastewater to allow evaluation of the treatment process. Please call
me at (916) 255-3116 if you have any questions regarding the revised MRP.
TIMOTHY R.
