VALPICO ROAD, TRACY,
SAN JOAQUIN COUNTY
In our 26 April 2011 letter, the Central Valley Regional Water Quality Control Board
(Regional Water Board) concurred that No Further Action (NFA) is required for the
Georgia-Pacific Corporation (Georgia-Pacific) former chemical packaging plant at 75 W.
Valpico Road in Tracy (Site). Our letter stated that the NFA is not effective until the
Regional Water Board received documentation of the destruction of site monitoring wells in
accordance with all applicable County and State requirements. Regional Water Board staff
have reviewed the 8 November 2011 Report on Well Destruction (Report) submitted on
your behalf by Acton Mickelson Environmental, Inc. The Report contains documentation of
the destruction of the monitoring wells according to State of California and San Joaquin
Co. guidelines.
Issuance of this NFA Determination does not preclude future action by the Water Board if
subsequent monitoring, testing, or analysis of 75 W. Valpico Road indicates that the
remedial action standards and objectives were not achieved; a new or previously
undiscovered release occurs on 75 W. Valpico Road; or new information indicates that
further site investigation and remedial action are required to prevent a significant risk to
human health and safety, the environment, or water quality; or if Geogia-Pacific induced
the Water Board to issue this No Further Action Determination by fraud, negligent, or
intentional nondisclosure or misrepresentation.
If you have questions about this letter, you may call Gerald Djuth at (916) 464-4677.
Pleqsq note that staff oversight charges for work associated with this no further action
lett r 'll be billed on th quarter 2011 invoice, in the same manner as previously billed.
DUNCAN AUSTIN, P.E.
Site Cleanup Program Manager
cc: Ms. Adrienne Ellisaesser, San Joaquin Co.
