Box 105605 <br /> Atlanta, GA 30348 <br /> REVIEW OF MONITORING REPORT AND WORK PLAN,FORMER GEORGIA-PACIFIC <br /> CORPORATION CHEMICAL PACKAGING PLANT, TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the 14 February 2003 Sema-Annual Ground Water Monitoring Report First <br /> Half 2003 (Report) and 2 April 2003 Work Plan for Additional Investigation and Monitoring <br /> Well Installation (Work Plan) submitted by Acton Mickelson Environmental, Inc. on behalf of <br /> Georgia-Pacific Corporation(GPC) for the former chemical packaging facility at 75 West <br /> Valpico Road in Tracy(site). The Report discusses the sampling conducted in January 2003 and <br /> the redevelopment of monitoring well BC-14. The Work Plan proposes to five borings to collect <br /> grab groundwater samples. Based on the results of these samples, GPC will install a monitoring <br /> well in the area with the highest reported concentration and a monitoring well to delineate the <br /> upgradient extent of pollution. <br /> We have the following comments on the Work Plan: <br /> I. The Work Plan proposes to analyze samples by EPA Method 8010. CPC needs to <br /> analyze the samples by EPA Method 8260B. <br /> 2. The Work Plan does not discuss monitoring well development activities. GPC needs to <br /> development the newly installed monitoring wells until each well is free of sediment and <br /> the water quality parameters have stabilized. <br /> 3. The Work Plan proposes to store soil cuttings in open top 55-gallon drums. GPC must <br /> properly seal all drums with tight fitting lids and store them in a secure location until the <br /> waste is removed from the site. <br /> Board staff concurs with the Work Plan provided that the above comments are incorporated into <br /> the field activities.
