Box 105605 <br /> Atlanta, GA. 30348 <br /> WORKPLAN FOR WELL ABANDONMENTAND MONITORING WELL INSTALLA TION and <br /> REQUEST FOR PERMISSION TO TREAT AND DISCHARGE PURGE WATER ONSITE, <br /> FORMER GEORGIA-PACIFIC CORPORA TON TRACY CHEMICAL PACKAGING PLANT, 75 <br /> WEST VALPICOROAD, TRACY, SAN JOA Q UIN CO UNTY <br /> We have reviewed the 27 March 2002 Workplan for Well Abandonment and Monitoring Well <br /> Installation, Former Georgia-Pacific Corporation Tracy Chemical Packaging Plant, 75 West Valpico <br /> Road, Tracy, San Joaquin County (Workplan). <br /> The Workplan proposes the abandonment of monitoring wells BC-1,BC-12, and recovery well RW-1. <br /> Installation of an additional monitoring well, MW-21 is also proposed to further define the upgradient <br /> extent of the chloroform plume. The Workplan is hereby approved. <br /> In a 27 February 2002 meeting with Central Valley Regional Water Quality Control Board(Board) Staff <br /> the discharger requested permission to install a granular activated carbon(GAC) unit on-site. The GAC <br /> unit would be used to treat small volumes of purge water collected during sampling. The purge water <br /> would be treated to remove all volatile organic compounds (VOCs) and discharged to the storm water <br /> basin. Based on the limited quantities of wastewater typically generated during sampling activities, <br /> operation of an onsite GAC unit at the storm water basin solely for the purpose of treating purge water <br /> generated during semiannual groundwater monitoring is conditionally approved pending submission of a <br /> Workplan by 6 May 2002. The Workplan should adequately provide the following: <br /> a) Narrative and schematic description of operation of the GAC unit; <br /> b) Proposed location of the GAC and discharge point of treated waste water; <br /> c) Intended use(s) of the GAC unit including anticipated volume and nature of wastes that will be <br /> treated; <br /> d) Anticipated period of time over which the GAC unit will be used at the site; <br /> e) Proposed purge water monitoring; and <br /> f) Proposed operation and maintenance of the GAC unit. <br /> California Environmental Protection Agency <br /> Recycled Paper <br /> The energy challenge facing California is real.
