Conditions at the <br /> site continue to reflect the impact of the ongoing drought and the prognosis is poor for a <br /> return to more normal precipitation patterns, at least during the remainder of this year's <br /> rainy season. On average, current groundwater levels remain more than 6 feet lower than <br /> initial levels of June 1985 (Attachment B). <br /> No water was observed draining into the basin from the City of Tracy municipal well, the <br /> adjacent storage tank, or the stormwater inlet pipe on January 8 and 9, 1992. The municipal <br /> well was not operating and the bottom of the basin was completely dry throughout the two- <br /> day January site visit. However, the field technician observed new erosion at the southeast <br /> corner of the basin beneath the discharge line for the City of Tracy well between December <br /> 1991 and January 1992. He also noted that burrowing animals are further degrading the <br /> condition of the soil cemented basin slopes adjacent to the west end of the basin where a <br /> slope failure occurred in 1989. <br /> The next scheduled monitoring at the site will be performed in March 1992. Nine <br /> monitoring locations are scheduled for sampling in March.
