P222 392-528 <br /> 4 December 1985 <br /> Mr. Doug Dutton <br /> Georgia-Pacific Corporation <br /> 133 Peachtree Street, N.E. <br /> Atlanta, Georgia 30303 <br /> GEORGIA-PACIFIC CHEMICAL PACKAGING PLANT, TRACY, SAN JOAQUIN COUNTY <br /> The Cleanup and Abatement Order (C&A) issued to Georgia-Pacific (GP) on 25 <br /> September 1984 required that GP submit a plan for our approval for the investi- <br /> gation of soil and ground water contamination at the subject site. GP submitted <br /> a plan, and we approved it with the stipulation that additional work was <br /> required. In our approval letter, and in several subsequent letters and phone <br /> conversations , we reiterated the requirements of the C&A, which say that the <br /> entire plume must be defined and cleaned up. <br /> GP is hereby required to submit, pursuant to Section 3 of the C&A, the <br /> following: <br /> 1. A plan acceptable to the Executive Officer for the complete definition of <br /> the pollutant plume resulting from the storm water pond. The limits of the <br /> plume are defined by ground water zones which are pollutant free. <br /> 2. A conceptual plan for, and commitment to, capture and treat this plume <br /> until the cleanup levels of pollutants established in our 11 February 1985 <br /> letter are achieved in the aquifer. <br /> This plan, with time schedule for the completion of tasks 1 and 2 above, must be <br /> submitted to this office by 6 January 1986. Failure to submit an acceptable <br /> plan by this date will result in administrative civil liability of up to <br /> $5,000.00 per day pursuant to Section 13350 of the California Water Code. <br /> If you have any q estions, please call Dan Ward at (916) 324-8891. <br /> AN&J.
