BROWN AND CALDWELL
SITE SAFETY AND HEALTH PLAN
Project Objectives
The California Regional Water Quality Control Board (RWQCB) has requested Georgia-
Pacific to re-evaluate the groundwater contamination/remediation of chloroform at the former
Tracy facility. The RWQCB wants the extent of the groundwater contamination to be defined and
the chloroform contamination remediated. To help define the extent of chloroform groundwater
contamination Brown and Caldwell proposes to install three groundwater monitoring wells. One
of the groundwater monitoring wells will be downgradient of existing wells and the two other wells
will be located near the source area(Figure A).
Field Activities
Brown and Caldwell personnel will oversee the drilling, sampling, and installation of three
groundwater monitoring wells using a drill rig. On-site personnel will include Joseph LaPlante of
Brown and Caldwell, and a two-person crew from Gregg Drilling and Testing, Inc.
KEY PERSONNEL AND RESPONSIBILITIES
Todd Miller is the project manager(PM). Dean Wall is the health and safety officer(HSO).
Pam Murcell is the certified industrial hygienist(CIH). Joseph LaPlante is the project geologist and
will function as the site safety officer (SSO). The project field staff have completed 40 hours of
comprehensive health and safety training which meets the requirements of Title 29 Code of Federal
Regulations Part 1910.120 (29 CFR 1910.120). The SSO has the authority to monitor and correct
health and safety problems as noticed on site.
PM Responsibilities
The PM is responsible for generating, organizing, and compiling the Site Safety and Health
Plan (SSHP) which describes all planned field activities and potential hazards that may be
encountered at the site. The PM is also responsible for assuring that adequate training and site
safety briefing(s) are provided to the project field team. The PM has provided a copy of this SSHP
to each member of the project field team and one copy to each subcontractor prior to field activities.
HSO Responsibilities
The HSO is responsible for developing and coordinating the Brown and Caldwell (BC)
health and safety program. For specific projects, the HSO is responsible for reviewing and
approving the SSHP for accuracy and incorporating new information or guidelines which aid the
PM and SSO in further definition and control of the potential health and safety hazards associated
with the project.
1
0131/9TE:\ MOS\209 UOK-1J\SSH -GPCDOC
