Inspections were conducted to collect samples of <br /> tailwater, reservoir water, and stormwater. <br /> As described in the enclosed inspection report for the 6 April 2007 inspection, Regional Water <br /> Board staff observed that tailwater from Field 55-West was turbid with eroded sediment and <br /> that erosional rills noted in past inspections remained. These observations indicate violation of <br /> Waste Discharge Requirements (WDRs) R5-2002-0148, Land Application Area Specification <br /> D.14, which requires that "[d]ischarges to the land application area shall be managed to <br /> minimize both erosion and runoff from the land application area." <br /> Regional Water Board staff also observed that the outlet from the mudbox or sump for that <br /> field was placed approximately three feet above the bottom of the box. During the inspection, <br /> Regional Water Board staff were informed that this configuration is common at the site for <br /> mudboxes in fields with gravity-returned tailwater flows. This configuration threatens to violate <br /> the following requirements contained in WDRs Order No. R5-2002-0148: <br /> • Discharge Specification B.6, which prohibits the "discharge to conveyance systems, <br /> settling basins, ponds, or land application areas not adequately maintained to prevent <br /> off-site odor nuisance, fly breeding, or mosquito breeding". <br /> • Land Application Area Specification D.15, which requires that "[t]here shall be no <br /> standing water in the land application areas 24 hours after wastewater is applied, <br /> except during periods of heavy rains sustained over two or more consecutive days." <br /> Regional Water Board staff were also informed that tailwater flows from these same fields are <br /> not measured. This violates Monitoring and Reporting Program No. R5-2002-0148, which <br /> requires that tailwater return flows be metered by 1 October 2002.
