Board staff inspected the facility on 27
April 2016. The purpose of this inspection was to observe liquid levels in Pond A and to
determine potential for meeting the WDR deadline to have all liquids removed by 1 September
2016. Staff has also reviewed the 2015 Annual Monitoring Report for the Class II Surface
Impoundments.
Site Inspection
Staff met with Musco representatives Mr. Dennis Leikem and Mr. Ben Hall. Water Board staff
inspecting the site included Mr. Vinoo Jain, Mr. Paul Sanders, and Mr. Todd Del Frate. Staff
was escorted to Ponds A and B to make observations. As shown in the Photographic Log
attached, the waste in Pond A appeared to be evaporating over time and the pond had
significant freeboard. The discharge pipe for Pond A was decommissioned on 15 January 2015
as required by WDRs and waste has not been placed into Pond A since 15 December 2014.
Musco has conducted preliminary gauging of Pond A sludge in an effort to determine bottom
thickness. According to Musco representatives approximately one-foot of liquid remains in
Pond A, along with over one-foot of sludge.
Staff also inspected Pond B and observed no areas of concern. Staff then inspected Ponds C
and D and observed no areas of concern. Wastewater has been discharged into the new Pond
C and Pond D. Musco seems to be distributing the volume of waste evenly across the three
ponds, and adequate freeboard is available in all three ponds. Ponds C and D are shown in the
Photographic Log. Staff observed no violations during this site inspection.
CIWQS SIID #24772878
KARL E. LONOLEY SOD, P.E., CHAIR I PAMELA C.
