Board staff inspected the facility on 27 <br /> April 2016. The purpose of this inspection was to observe liquid levels in Pond A and to <br /> determine potential for meeting the WDR deadline to have all liquids removed by 1 September <br /> 2016. Staff has also reviewed the 2015 Annual Monitoring Report for the Class II Surface <br /> Impoundments. <br /> Site Inspection <br /> Staff met with Musco representatives Mr. Dennis Leikem and Mr. Ben Hall. Water Board staff <br /> inspecting the site included Mr. Vinoo Jain, Mr. Paul Sanders, and Mr. Todd Del Frate. Staff <br /> was escorted to Ponds A and B to make observations. As shown in the Photographic Log <br /> attached, the waste in Pond A appeared to be evaporating over time and the pond had <br /> significant freeboard. The discharge pipe for Pond A was decommissioned on 15 January 2015 <br /> as required by WDRs and waste has not been placed into Pond A since 15 December 2014. <br /> Musco has conducted preliminary gauging of Pond A sludge in an effort to determine bottom <br /> thickness. According to Musco representatives approximately one-foot of liquid remains in <br /> Pond A, along with over one-foot of sludge. <br /> Staff also inspected Pond B and observed no areas of concern. Staff then inspected Ponds C <br /> and D and observed no areas of concern. Wastewater has been discharged into the new Pond <br /> C and Pond D. Musco seems to be distributing the volume of waste evenly across the three <br /> ponds, and adequate freeboard is available in all three ponds.
