Currently, Musco operates two Class II <br /> surface impoundments identified as Pond A and Pond B. In accordance with Title 27, Section <br /> 20340(d), Musco conducted functionality testing of the Pond A and B leachate collection and <br /> removal system (LCRS). In general, the Pond A LCRS was deemed non-functional, whereas <br /> Pond B returned a sufficient amount of water during the test to be deemed functional. Since the <br /> LCRS of Pond A is non-functional, Musco must either restore the functionality of the LCRS or <br /> build additional capacity to replace Pond A. <br /> As discussed in previous meetings with staff, Musco has proposed to build additional Class II <br /> surface impoundments to replace Pond A. The current proposal from Musco includes the <br /> construction of two, four-acre ponds. These ponds will be constructed and designed to Class II <br /> standards to contain the high saline wastewater generated during the olive process. Staff has <br /> agreed with Musco's approach to replace Pond A with new ponds, which will allow Musco to <br /> utilize new technologies in their pond design. Staff understands that property southeast of the <br /> Musco facility is under negotiation for purchase by Musco for construction of the two new ponds. <br /> During the meeting on 17 September 2013 Musco provided an updated schedule of proposed <br /> activities to be performed. As discussed in the meeting with staff, Musco is required to install <br /> monitoring wells and initiate a detection monitoring program (DMP) prior to wastewater being <br /> placed into waste management unit. Musco will <br /> two downg ad ent)e required to land analyze groundwater <br /> l a minimum of three <br /> groundwaterr monitoring wells (one ungad ent and to <br /> samples in accordance with Monitoring and Reporting Program R5 2005-0024. Prior e <br /> discharge,'Musco will need to collect a minimum of eight groundwater samples to assemble <br /> enough data for meaningful intrawell statistical analysis. <br /> KARL E.
