The wastewater reclamation system is operating in violation <br /> of Waste Discharge Requirements No. 97-037. A site inspection photograph log is enclosed with this <br /> letter. The following observations were made during the site inspection: <br /> • The wastewater that is pumped to the storage pond and on to the sprinkler irrigation system comes <br /> primarily from three sources: rinse water, cooker cooler water, and transport water. Although <br /> Musco has one sump that automatically sends stormwater with a specified electrical conductivity <br /> to the Class II impoundments, most of the water is manually directed to the storage pond. <br /> • No pretreatment occurs prior to discharge to Pond No. 1. Samples are collected from the 1 <br /> million gallon(mgal) storage pond (Pond No. 1) and are considered adequately composited. All <br /> wastewater that will be applied to land is pumped into Pond No. 1. <br /> • Flow into Pond No. 1 is metered in two locations. Previously, meter readings were not collected <br /> on Saturday or Sunday. That practice recently changed, meter readings will be collected every <br /> day. Pond No. 1 provides no storage capacity because it is always full. <br /> • In general, the berms at Pond No. 1 were in poor condition. Visual observation of floating solids <br /> in the pond indicated the pond had been overfilled. In addition, erosion of the berm and soil <br /> material down slope of the berm was observed, indicating that the pond had recently overflowed. <br /> By I I July 2000, Musco is required to submit a report describing the repair of the soil erosion <br /> down slope of Pond No. 1. <br /> • Presently, only 100-acres of 200 permitted acres are improved (deep ripping and mulching) for <br /> land application of the wastewater. The improved land application areas consist of two 50-acre <br /> parcels; the land is located in the upper application area(50-acres of 145-acres total) and the <br /> 50-acre parcel designated for future use which reportedly, is used only for emergencies.
