Staff has reviewed the submittals, performed a site <br /> inspection and determined that additional information is required., <br /> Musco is discharging its wastewater to a creek in violation of its Waste Discharge Requirements <br /> (WDRs). Therefore, Musco must either obtain a National Pollutant Discharge Elimination System <br /> (NPDES) permit or change its disposal system. In order to obtain an NPDES Permit, significant <br /> additional treatment will likely be required. If you wish to discuss NPDES requirements,please contact <br /> Ms. Patrica Leary at (916) 255-3023. However, with engineering controls and careful operation and <br /> management, Musco may be able to continue applying wastewater to land. To do so, Musco must make <br /> significant improvements in its wastewater collection and disposal system. <br /> Based on the 8 May 2000 site inspection, a 10 May 2000 fly over, and data previously submitted, a <br /> number of technical reports are required to evaluate the wastewater disposal at the facility. Because the <br /> issues addressed by the technical reports are intertwined, if more than one consulting firm is required, <br /> Musco should direct the consultants to work together. <br /> Musco Olive Products shall submit the following reports pursuant to Section 13267 of the <br /> California Water Code. Failure to comply may result in an enforcement action or a fine of up to <br /> $1,000 per day late. <br /> • By 9 June 2000, Musco shall submit an implementation schedule and information on the <br /> selected consultant(s) Musco has contracted with to perform the investigations and report <br /> preparations required below. The responsibilities and cooperation of each consultant shall be <br /> briefly described. The implementation schedule shall be consistent with the due dates listed <br /> below. <br /> • By 14 July 2000, Musco shall submit a workplan for installation, development, and sampling of <br /> groundwater monitoring wells at the one-million gallon storage pond (Pond No. 1). The <br /> workplan and subsequent well installation report shall be prepared in accordance with the <br /> California Environmental Protection Apency <br /> Colo Recycled Paper <br />
