Mr, Benjamin Hall - 3 - • 15 May 2000
• By 11 August 2000, Musco shall submit a report prepared by a Registered Engineer which
describes methods of source control which can be implemented within the plant to reduce both
the salt load of the wastewater and the volume of wastewater discharged to land. All
opportunities to reduce, reuse, and recycle wastewater shall be evaluated.
• Because of the large increase in flow rate requested by Musco Olive Products, California
Environmental Quality Act (CEQA) documentation must be completed. By 11 August 2000,
Musco shall submit all necessary CEQA documentation for the changes requested in its RWD.
Based on our recent inspections, it appears that at a minimum, a Mitigated Negative Declaration
must be prepared. The CEQA documentation shall be completed by an individual or firm with
experience in this area.
We wish to emphasize again that Musco Olive is in serious violation of its WDRs. Completion of the
above reports is the first step toward correcting the many problems noted during recent inspections.
While we hope to work voluntarily with Musco Olive, please remember that failure to submit the above
reports, or submittal of incomplete reports, is subject to enforcement actions.
If you have any questions, or want to schedule a meeting to discuss these issues, please telephone Tim
O'Brien at (916) 255-3116.
GARY M.
