I have reviewed the RWD and determined that additional
information is required. This information consists of
• A technical report evaluating the effect of applying 850,000 gpd of irrigation water. The report
must address percolation, evaporation, and evapotranspiration capacity of the land, as well as
conductivity, TDS, sodium, chloride,BOD, and nitrogen loading. Salt accumulation in soil and
potential groundwater impacts must be addressed. The report must also provide a technical
evaluation of your requested increase in the daily maximum loading rate of dissolved inorganic
solids.
• An analysis of storage facilities for irrigation water during wet periods. Order 97-037 describes a
holding pond capable of storing two days of factory water flow. Describe improvements that will
allow storage of flow during wet periods at the higher anticipated flow rate of 850,000 gpd.
Provide a schedule for site improvements to meet this requirement.
A standard requirement for storage ponds requires the pond to have sufficient capacity to
accommodate allowable wastewater flow, design seasonal precipitation, seasonal ancillary
inflow, and infiltration during the wet season. Design seasonal precipitation shall be based on
total annual precipitation using a return of 100 years, distributed monthly in accordance with
historical rainfall patterns.
• A description of irrigation water distribution, distribution control, and irrigation tailwater return
and storage facilities.
• A description of operational changes that will be implemented at the packing plant that will
produce additional wastewater flow.
California Environmental Protection Anency
ecT Rerycled Paper
