I have reviewed the RWD and determined that additional <br /> information is required. This information consists of <br /> • A technical report evaluating the effect of applying 850,000 gpd of irrigation water. The report <br /> must address percolation, evaporation, and evapotranspiration capacity of the land, as well as <br /> conductivity, TDS, sodium, chloride,BOD, and nitrogen loading. Salt accumulation in soil and <br /> potential groundwater impacts must be addressed. The report must also provide a technical <br /> evaluation of your requested increase in the daily maximum loading rate of dissolved inorganic <br /> solids. <br /> • An analysis of storage facilities for irrigation water during wet periods. Order 97-037 describes a <br /> holding pond capable of storing two days of factory water flow. Describe improvements that will <br /> allow storage of flow during wet periods at the higher anticipated flow rate of 850,000 gpd. <br /> Provide a schedule for site improvements to meet this requirement. <br /> A standard requirement for storage ponds requires the pond to have sufficient capacity to <br /> accommodate allowable wastewater flow, design seasonal precipitation, seasonal ancillary <br /> inflow, and infiltration during the wet season. Design seasonal precipitation shall be based on <br /> total annual precipitation using a return of 100 years, distributed monthly in accordance with <br /> historical rainfall patterns. <br /> • A description of irrigation water distribution, distribution control, and irrigation tailwater return <br /> and storage facilities. <br /> • A description of operational changes that will be implemented at the packing plant that will <br /> produce additional wastewater flow. <br /> California Environmental Protection Anency <br /> ecT Rerycled Paper <br />
