I1 INTRODUCTION <br /> ' Musco Olive Products, Inc. has a year-round olive processing and packaging facility on <br /> approximately 320 acres of land at 17950 Via Nicolo in Tracy, California (Plate 1). Process <br /> water from the production of olives generates approximately 400,000 to 500,000 gallons per day <br /> (gpd) of wastewater. Depending on the level of salinity of the wastewater, the facility currently <br /> applies the wastewater onto crop/grazing fields, approximately 200-acres (Plate 2), or stores the <br /> wastewater in an existing one million-gallon pond. A 114-million gallon storage pond is <br /> ' proposed southwest of the processing facility. The wastewater generated is currently regulated <br /> by two separate waste discharge requirements. Order No. 96-075 regulates the Class II Surface <br /> Impoundment which stores concentrated brine waters, and Order No. 97-037 regulates the land <br /> application of the less concentrated process water. <br /> This workplan was prepared in response to correspondence from the Central Valley Regional <br /> ' Water Quality Control Board, document CWC Section 12209 Time Schedule Order No. R5- <br /> 2002-014 dated January 25, 2002. The Time Schedule Order addresses tasks required to attain <br /> compliance with the Clean-up and Abatement (C&A) Order No. 5-00-717 and Waste Discharge <br /> ' Requirements (WDRs) Order 97-037. The Regional Board requested the submittal of a <br /> "Groundwater Monitoring Well Installation Workplan". The proposed monitoring well locations <br /> ' in this workplan are intended to evaluate first encountered groundwater conditions both <br /> upgradient and downgradient of the land application disposal fields and wastewater storage areas. <br /> Additionally, this workplan was prepared to address the WDR's and Monitoring and Reporting <br /> Program (M&RP) No. 96-075 for the installation of monitoring wells upgradient and <br /> downgradient of the two surface impoundments on the site. The surface impoundments are <br /> ' classified as Class 11 surface impoundments and regulated by Title 27, California Code of <br /> Regulations. <br /> This workplan is subject to the limitations presented in Section 5.2.
