Kennedy/Jenks Consukants <br /> 1) Musco must install a sufficient number of background and compliance monitoring wells <br /> in the vicinity of the surface impoundments to comply with Title 27 of the California Code <br /> of Regulations (Title 27). <br /> 2) Musco must develop Water Quality Protection Standards (WQPSs)for each surface <br /> impoundment...The workplan must provide a proposed schedule to comply with WDRs <br /> Order R5-2005-0024, Section C, Receiving Water Limitations. <br /> 3) Musco should evaluate the unsaturated zone monitoring system of the DMP to <br /> determine whether the lysimeters are properly functioning and adequate to detect a leak <br /> from the impoundments under the conditions in which they were installed. The workplan <br /> must address whether the vacuum being applied is adequate to pull liquid from the <br /> underlying fine-grained materials. In addition, as required under Title 27, Section <br /> 20415(d)(2)(a), Musco must install background lysimeters to monitor background soil <br /> pore liquid conditions. <br /> This Work Plan addresses the activities proposed in response to the RWQCB's letter dated <br /> 9 June 2010 and the discussions during a meeting with the RWQCB staff on 12 August 2010. <br /> These activities will result in an improved Detection Monitoring Program (DMP) that is more fully <br /> compliant with the intent and requirements of Title 27. <br /> This Work Plan will evaluate the current groundwater monitoring network for compliance with <br /> applicable Title 27 requirements and propose additional groundwater monitoring wells that may <br /> be appropriate. Additionally, the unsaturated zone monitoring network will be evaluated relative <br /> to the Title 27 requirements and a service procedure will be proposed to evaluate whether the <br /> existing suction lysimeters functioning properly.
