S
MEMORANDUM
TO: Diane Hinson, REHS FROM: Greg Lyon, EHS
Supervisor
Local UST
Oversight Program
SUBJECT: Laura Scudders, 100 W. Valpico, Tracy, CA
Site Code 142323
The following information represents a summary of events as they occurred in
the field and the analytical results from samples collected during those
events.
Three (3) underground tanks (UGT)
A. T-1 = 1, 000 gallon gas removed May 22, 1989
B. T-2 = 10, 000 gallon diesel removed September 2, 1987
C. T-3 = 12, 000 gallon diesel removed May 17, 1989
Precision Industries has removed three (3) underground fuel storage tanks at
the Tracy plant. The first tank (Tank T2) was removed in September 1987.
The remaining two (2) tanks (T1 and T3) were removed in May 1989 .
Tank T2 was a 10, 000 gallon diesel storage tank located along the east side
of the main plant building at the Laura Scudder Plant in Tracy, California.
In August 1987, after discovering a possible tank line leak, Laura Scudders
contacted Precision Industries to excavate and remove the tank. On August
18, 1987 , a tank closure application was submitted to the San Joaquin Local
Health Department. The application was approved on August 25, 1987.
In early September 1987 , the tank (T2) (originally designated Tank 1 by
Precision Industries) and associated product lines were removed. A single
soil sample (LS) was collected from beneath the tank bottom on September 2 ,
1987 and was analyzed by Canonie Environmental Services laboratory for
benzene, toluene, xylene and ethylbenzene (BTX&E) and total petroleum
hydrocarbons (TPH) .
Analysis of this sample indicated concentrations of toluene at 22 mg/Kg and
TPH at 8200 mg/Kg were present. Based on this TPH concentration, the tank
removal contractor further investigated soils in the tank area. This
investigation consisted of hand augering to the depth of 19 ' beneath each
tank end area and collecting two soil samples (19N and 19S) . Analysis of the
soil samples revealed 0. 016 mg/Kg of TPH for the south boring (coded 19S) .
Based on these soil sample results, Laura Scudders requested authorization to
remove soils to a depth of twenty feet below grade and stockpile the removed
soils on-site. Verbal permission to proceed was granted by the San Joaquin
Local Health Department.
1
