This data was summarized in the July 12, 1989 letter (Appendix B) <br /> from Precision Industries to the San Joaquin Local Health Depart- <br /> ment. In the letter, Laura Scudders requested permission to <br /> backfill the excavation. <br /> -- 2.3 Tank T1 <br /> Tank TI was a 1,000 gallon gasoline tank located near the south <br /> east corner of the Laura Scudders Tracy Facility. This tank was <br /> removed on May 22, 1989, At the time of removal, two soil <br /> samples were cpllected from beneath the tank and analyzed for <br /> TPH, BTX&E and total lead. <br /> The analytical results for these samples indicated quantifiable <br /> total lead concentration in both samples. The concentrations <br /> detected Were 61,3 mg/Kg and 54.2 mg/Kg for the east and west <br /> samples respectively. This data was summarized in Precision <br /> industries, July 12, 1989 letter (Appendix B) . No TPH or BXT&E <br /> compounds were detected. <br /> 3.0 Review Findings and Recommendations <br /> WESTOII has reviewed all of the available data and information <br /> regarding the closure of the three tanks at the Laura Scudders <br /> Tracy, California facility. The data, when compared to appropri- <br /> ate engineering practices and published regulatory standards, <br /> suggests the following conclusions for each tank closure. <br /> 3.1 Tank T2 <br /> Based on the excavation tank bottom soil sample analytical <br /> results, it appears that no further action is warranted. The <br /> on-site stockpiled soils are discussed in Section 3.4. <br /> 3.2 Tank T3 <br /> While minor traces of bath toluene and TPH were detected within <br /> the tank/pipeline excavation area, no regulatory standards appear <br /> to be exceeded. For toluene, the California Regional Water <br /> Quality Control Board's (CRWQCB) designated level in a solid for <br /> the protection of groundwater is 100 mg/Kg. The toluene concen- <br /> trations detected ranged from 0.036 mg/Kg to 0.32 mg/Kg. This <br /> range is two orders of magnitude less than the allowable level. <br /> Regarding the TPH levels, both the Leaking Underground Fuel Tank <br /> Manual and the California Regional Water Quality Control Board's <br /> Staff Tri--Regional Recommendations recommend a "no further action <br /> required" level of 100 mg/Kg for diesel. Therefore, with the <br /> trace concentrations of TPH encountered, there appears to be no <br /> concern associated with the closure of the tank excavation or the <br /> pipeline excavation. <br /> �r, <br />
