r
rt .
SOIL REMEDIATION PROPOSAL
TANK T-2 AND T-1 AREAS
100 W. Valpico Road
Laura 5cudders Tracy Plant
Tracy, California
1.0 Introduction
This soil remediation proposal has been prepared to summarize the
findings of the site investigation work for two underground fuel
rte= storage tank areas within the Laura 5cudders Plant located at 100
W. Valpico Road in Tracy, California (Figure 1) , and to provide a
discussion of the proposiTd remedial action for the site. All site
investigation activities were conducted in accordance with the
January 19, 1990 "Soil Investigation Work Plan" prepared by ROY F.
WESTON, INC. All site investigation activities were reviewed by
representatives of the San Joaquin County Department of Health
Services, Environmental Health Division.
2.0 Site Investigation Activities
The following discussion provide a summary narrative as to the site
investigation activities conducted at the facility. The specifics
of the field sampling activities are contained in the field
sampling report enclosed as Appendix A.
2.1 Tank T-2 Area
Tank T-2 was a 10,000 gallon diesel fuel storage tank that was
removed in 1987. Initial tank-bottom area soil samples indicated
{ significant Total Petroleum Hydrocarbon (TPH) concentration.
Ensuing excavations were thought to have removed all of the TPH
presence. However, upon the request of the Local Health Depart-
ment, an additional investigation was conducted.
Tris additional investigation consisted of installing a single
borehole utilizing a hollow stem auger drilling rig, directly
through the center of the former tank area (Figure 2) . This
borehole was continued until groundwater was encountered. In order
to ascertain the passible compound presence within the soils
underlying the tank area, soil samples were collected at 51
intervals during the borehole installation starting at a depth of
20' beneath the ground surface. Upon reaching the groundwater, a
groundwater sample was collected from within the annulus of the
hollow stem auger. All of these samples were analy, ' 1 for total
petroleum hydrocarbons as diesel and benzene, toluene, xylene and
ethyl benzene (BTX&E) . The analytical results for these saL;ples
are discussed in Section 3.
2.2 Tank T-1 Area
Tank T-1, a 1,000 gallon gasoline tank, was removed in May 1989.
Initial tank bottom area soil samples indicated the presence of
