i Treadvvell&W&D • Island Project are being overseen by the California Department of Toxic Substances Control (DTSC) The SJCEHD is continuing to oversee four areas with UST releases at the Banner Island Project, including the adjacent Carando Site, under their local oversight program (LOP) 1 Until March 2004, the Site was occupied by several buildings Dunng March 2004, the buildings were demolished in preparation for redevelopment Prior to the City's purchase, the Site had been vacant for several years and had previously been operated as a dealership and service center for ' Chase Chevrolet This site was originally developed in the early 1900s and re-developed sometime after the mid-1960s for use as an auto dealership Areas between buildings are mostly unpaved, however, there are some areas which are paved or covered with concrete slabs UST remediation activities have taken place at the Site since the late 1980's The Site is enrolled in the State Underground Storage Tank cleanup fund A 1,000-gallon UST which reportedly stored gasoline and diesel, identified as Tank No 7, was removed in 1986 and petroleum hydrocarbon contamination was documented during the removal (Figure 2) A free-product skimmer was used from prior to 1994 until 1996 at well MW-3, located adjacent to the former UST location A soil vapor extraction system, including 23 air Isparging wells, began operation in November 1999 and operated until February 2001 In June 2003, an ozone sparging system with 17 wells began operation at the site (Figure 2) Recent quarterly monitoring at the site was performed under the oversight of the SJCEHD using 1 12 groundwater monitoring wells (nine on-site and three off-site) (Figure 2) Five of these wells were sampled and the remainder used for groundwater elevation measurements Dunng December 2003, Treadwell &Rollo submitted a well destruction workplan to the SJCEHD (Treadwell &Rollo 2003), which was accepted on 12 January 2004 (SJCEHD 2004a) Between 1 March 2004 and 26 March 2004, all on-site wells were destroyed according to the procedures described in the workplan, except for sparging well SW-10 which could not be located Details of the well destruction were presented in the 2004 Workplan 25971021 DJS 2 18 November 2004
