16 TreadwelOW10 <br /> Project are being overseen by the California Department of Toxic Substances Control (DTSC) <br /> The SJCEHD is continuing to oversee four areas with underground storage tank (UST) releases <br /> at the Banner Island Project, including the Carando Site, under their local oversight program <br /> (LOP) <br /> Until March 2004, the Site was occupied by several buildings, shown on Figure 2 During March <br /> 2004 the buildings were demolished in preparation for redevelopment Prior to the City's <br /> purchase, the Site had been vacant for several years and had previously been operated as a <br /> dealership and service center for Chase Chevrolet This site was originally developed in the early <br /> 1900s and re-developed sometime after the mid 1960s for use as an auto dealership Areas <br /> jbetween buildings are mostly unpaved, but there are areas of pavement or are covered with <br /> concrete slabs (Figure 1) Underground Storage Tank remediation activities have taken place at <br /> the Site since the late 1980's The Site is enrolled in the Underground Storage Tank cleanup fund <br /> A 1,000 gallon UST which reportedly stored gasoline and diesel, identified as Tank No 7, was <br /> removed in 1986 and petroleum hydrocarbon contamination was documented during the <br /> iremoval A free-product skimmer was used at well MW-3, located adjacent to the former UST <br /> location from prior to 1994 until 1996 A soil vapor extraction system, including 23 air sparging <br /> wells, began operation in November 1999 and operated until February 2001 In June 2003 an j <br /> 1 ozone sparging system with 17 wells began operation at the site <br /> Recent quarterly monitoring at the site has been performed under the oversight of the SJCEHD <br /> using 12 groundwater monitoring wells (nine on-site and three off-site) Five of these wells are <br /> sampled and the remainder are used for groundwater elevation measurements During December <br /> 2003 Treadwell & Rollo submitted a well destruction workplan to the SJCEHD (Treadwell & <br /> Rollo 2003b), which was accepted on 12 January 2003 (SJCEHD 2003b) Section 4 0 discusses <br /> the well destruction activities <br /> 2 <br /> 25971014 DGD 7 April 2004 <br />
