John Yoakum [EH]
From: Tom McCoy <tmccoy@qualityserviceinc.net>
Sent: Friday, February 01, 2013 10:22 AM
To: John Yoakum [EH]
Cc: Lori Silva
Subject: Monitoring Well Destruction
Attachments: Attach #1 No.1 monitoring well detail.pdf,Attach#2.pdf, Boring log.pdf,Attachment
4Cjpg
Mr. Yoakum,
I spoke with you about 4-6 weeks ago regarding a Monitoring Well destruction at Owens Brockway Glass
Co. 14700 W. Schulte Rd. Tracy, Ca.
Our client "Owens Brockway" had a work plan created by CKG Environmental Inc. dated September 1, 2011
for Central Valley Regional Water Quality Control Board review for the recommended destruction of
monitoring well#1. In a letter dated August 14, 2012 Central Valley Regional Water Quality Control Board
concluded with the recommendation of properly destroying monitoring well#1. CKG Environmental Inc. had
stated the following to Central Valley Regional Water about monitoring well#1 "Because MW-1 is an
upgradient well, there has never been any indication that hazardous materials or any other controlled substances
occur in the soil or groundwater at that location. Well debris will be properly disposed as trash. Soil and water
generated during closure will be discharged to the ground."
From reading through additional information(reports)generated by Nolte and Associates 1995 and 1996 and
Golder Associates in 2001, 1 was able to determine that after the construction and initial sampling of Monitoring
Well #1, this well was unable to be sampled again do to "insufficient to retrieve a sample".
I have attached some information about monitoring well#1 obtained from Owens Brockway files.
• Attachment 1) is a copy of the monitoring well detail generated by Nolte and associates on April 25,
1995.
• Attachment 2) is a site map showing the locations of the monitoring wells at Owens Brockway again
this site map was generated by Nolte and Associates
• Attachment 3) is a geotechnical boring log for monitoring well#1 dated April 10, 1995 created by Nolte
and Associates
• Attachment 4) is a picture of monitoring well#1 taken by our staff on November 19, 2012.
Although our company is a licensed C-57 contractor with the state of California License# 834488, we have
proposed using Woodward Drilling from Rio Vista, Ca. as a subcontractor for conducting the destruction of
monitoring well#1.
At this time I would like to work with you and your department on pulling the required permit and obtaining
San Joaquin County requirements for destroying this monitoring well. If you would like to schedule a time to
meet and go over the information I have about this monitoring well, just let me know what times and days best
your available.
Thanks again for looking over this information, please do not hesitate in contacting me our our office if you
have any additional questions.
1
