Florido, Elianna
From: Florido, Elianna
Sent: Thursday, April 2, 2020 2:27 PM
To: 'Mashin mohammad'
Subject: RE: Affordable Auto Repair&Smog - 2020 Hazardous Waste Inspection
Attachments: IMG_0637.JPG; IMG_0648.JPG
Importance: High
Mashin and Seyhan,
I received the paperwork you submitted on 3/31/2020.The following is still needed to close out the remaining
violations:
1. Violation 110:
a. Submit disposal records for used absorbent/oily solids for 2017 and 2018.
b. Submit disposal records for used paper oil filters for 2017-2019.
2. Violation 113:
a. Submit copies of consolidated manifest receipts from the following dates for the disposal of the
following hazardous wastes:
i. 7/3/2018 for 185 gallons of used oil
3. Violation 608:
a. Attached are the only disposal/recycling oil filter records I observed at the time of inspection. Since
these documents are consolidated manifest receipts, and not uniform hazardous waste manifests, it
appears that the drained metal oil filters are being recycled, not disposed of as hazardous waste. If the
drained metal oil filters are in fact being recycled, your drum storing the drained metal oil filters should
not be labeled as hazardous waste, and should be labeled with the following words: "drained used oil
filters" and the accumulation start date. I need you to confirm and specify, in a written statement, how
your business will label and manage (recycle or dispose of hazardous waste)the drained used metal oil
filters moving forward. Remember: used paper oil filters and plastic transmission filters should be
labeled and disposed of as hazardous waste.
b. Submit bill of lading recycling records (or uniform hazardous waste manifests)for drained metal oil
filters for 2017 through present.
Please let me know if you have any questions/concerns.
Thank you,
Elianna Florido, REHS
San Joaquin County Environmental Health Department
Registered Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
P: (209)468-0343 1 F: (209)468-3433 1 E: eflorido@sigov.org
Please note that my email has changed to eflorido@sigov.org
SAN JOAQU IN
COUNry
u:s`oness gnpnr here.
1
