S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 1/30/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AFFORDABLE AUTO REPAIR AND SMOG 1 121 S Wilson Way, Stockton January 28, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> A.The following containers were missing the words"Hazardous Waste", name and address of generator, <br /> hazardous properties, physical state, composition (contents), and accumulation start date: <br /> 1.A 55-gallon white poly drum storing used antifreeze,which contained an open black funnel inside of the <br /> drum's open bunghole(see photos IMG 0607-8). Disposal records show that the facility's used antifreeze was last <br /> picked up on 1/8/2020(IMG 0636). <br /> 2.A 55-gallon blue steel drum storing oily absorbent, oily rags, a used paper oil filter, and three drained metal <br /> oil filters(IMG 0611-2). Disposal records show that the facility had a pick up of one 55-gallon drum of oil absorbent <br /> material/oily solids on 9/13/2019(see photos IMG 0634, 0637). <br /> 3.A 55-gallon black steel drum storing drained metal oil filters, at least two used paper oil filter, and drained <br /> transmission filters(IMG 0613-5). <br /> 4.A 55-gallon blue steel drum storing used paper oil filters and drained transmission filters(IMG 0616-7). <br /> 5.A 55-gallon white poly drum storing used antifreeze(IMG 0618, 0620). <br /> 6. Two red oil caddies with used metal and paper oil filters draining into the caddies(IMG 0622-3).According to <br /> Mashin Mohammad, business owner, used oil is stored in these caddies for a week before being transferred into <br /> the used oil tank. <br /> B.The following container was missing the hazardous properties and had an inaccurate accumulation start date on <br /> 2/11/2019: <br /> 1.A 55-gallon white poly drum labeled as and storing hazardous waste used antifreeze(IMG 0618, 0621). <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), and accumulation start date. <br /> CORRECTIVE ACTION: <br /> 1. Immediately label the containers listed above as required for hazardous waste. The San Joaquin County <br /> Environmental Health Department(EHD)will accept the red oil caddies to be marked"Emptied Daily"in <br /> replacement of an accumulation start date as long as the oil caddies are emptied daily. Provide a corrective action <br /> statement and supporting documentation to the EHD within 30 days. <br /> 2.
