The RWQCB letter provides comments on the document <br /> titled Ground Water Characterization Workplan,prepared by Golder Associates,Inc. and dated August <br /> 11, 2000(Workplan). Figure 1 shows the site location. The following items will be incorporated in the <br /> workplan. <br /> The RWQCB has concluded that existing ground water monitoring well MW-2 appears to monitor a <br /> mixture of deep ground water and shallow ground water due to leakage within the borehole. Ground <br /> water monitoring well MW-2 will be replaced with a new well. Monitoring well MW-2 will be <br /> destroyed in accordance with San Joaquin County Environmental Health Department (SJEHD) and <br /> California Well Standards Bulletin 74-90 requirements. Based on discussions with RWQCB staff <br /> (Mr. Timothy O'Brien) the well will be destroyed by over-drilling the casing. The boring associated <br /> with the well destruction will extend a minimum of 20 feet into the clay aquitard that has been <br /> reported by Nolte and Associates to occur between a depth of 70 and 170 feet below ground surface. <br /> The borehole will be grouted using neat cement and placed using a tremie pipe. <br /> The RWQCB has indicated that intrawell comparison of analytical data is inappropriate for the site. <br /> Golder will perform interwell comparisons of the water quality data as well as other appropriate <br /> methods consistent with the site conditions. <br /> The replacement well will be installed at the location shown on the attached Figure 2. Well <br /> installation, development and sampling will be conducted in accordance with the workplan with the <br /> exception of the following. All new wells (replacement wells MWA and MW-2) will be grouted <br /> using neat cement or a cement bentonite mixture (up to 5 percent bentonite by weight). Grout will be <br /> placed using a tremie pipe. Prior to placement of the bentonite seal the sand pack will be surged. <br /> Threaded end caps will be used on the end of the casing. Wellhead protective casings will be set in <br /> concrete to prevent damage to the wellhead and surface water infiltration. <br /> Field activities will be initiated following receipt of approval of the addendum by the RWQCB. Field <br /> activities are anticipated to be completed over a four-week period including laboratory chemical <br /> analysis. Field activities are planned to be initiated on October 16, 2000.
