San Joaquin County <br /> Air Pollution Control District <br /> Mitigation Measures <br /> Page 1 <br /> A. Emissions generated during the construction process <br /> are of concern to the District. The following dust <br /> control practices should be implemented: <br /> 1) All material excavated or graded should be <br /> sufficiently watered to prevent excessive amount <br /> of dust. Watering should occur at least twice a <br /> day with complete coverage, preferably in the late <br /> morning and after work is done for the day. <br /> . 2) All clearing, grading, earth moving or excavation <br /> activities shall cease during periods of high <br /> winds greater than 20 mph averaged over one hour. <br /> 3) All material transported off-site shall be either <br /> sufficiently watered or securely covered to <br /> vrevent excessive amount of dust. <br /> 4 ) The area disturbed by clearing, earth moving or <br /> excavation ac�j.v_ties should be mini:lized at all <br /> times . <br /> 5) The developer should mow instead of disking for <br /> weed control , the_ebv leaving the around <br /> undis-::u_bed and with a mulch covering. <br /> B. After clearing, grading, earth moving, or excavation <br /> operations , fugitive dust emissions during <br /> ccnsu=ion phase should be controlled by the <br /> tr <br /> following methods: <br /> 1) All inactive porticns of the construction site <br /> should be seeded and watered until grass growth is <br /> evident. <br /> 2) All active portions of the site shall be <br /> sufficiently watered to prevent excessive amount <br /> of dust. <br /> C. At all times , fugitive dust emissions should be <br /> controlled using the following procedures: <br /> 1) On-site vehicle speed shall be limited to 15 mph. <br /> 2) All areas with vehicle traffic should be watered <br /> periodically for stabilization of dust emissions . <br />
