The enclosure shall be <br /> constructed on three sides with a solid masonry wall and gated <br /> on the fourth side. (Development Title Section 9-1020. 8 [d] ) <br /> C. Fourteen (14) parking spaces are required, including one space <br /> for the physically handicapped. If night time operations occur, all off-street parking areas <br /> shall be provided with exterior lighting which meets the <br /> following minimum standards (Development Title Section <br /> 9-1015) : <br /> (1) The equivalent of one (1) foot candle of illumination <br /> shall be provided throughout the parking area; <br /> (2) All lighting shall be on a time clock or photo-sensor <br /> system; <br /> (3) Parking lot luminaries shall be high-pressure sodium <br /> vapor with 90-degree cut-off and flat lenses; and <br /> (4) All lighting shall be designed to confine direct rays to <br /> the premises. No spillover beyond the property line <br /> shall be permitted, except onto public thoroughfares, <br /> provided, however, that such light shall not cause a <br /> hazard to motorists. <br /> f. Outdoor storage areas (including but not limited to the <br /> existing motorcycle repair storage) shall be screened so as <br /> not to be visible from adjacent properties and public rights- <br /> of-way. Screening shall be six (6) to seven (7) feet in <br /> height. Outside storage is not permitted in the front yard. <br /> g. All parking spaces, driveways, and maneuvering areas shall be <br /> paved and permanently maintained with base material and <br /> asphalt concrete to provide a durable dust free surface. <br /> Bumper guards shall be provided when necessary to protect <br /> adjacent structures or properties.
