(b) Review Procedures. Sanitation Permit applications shall be reviewed by the Director of <br /> the Environmental Health Division using the Staff Review Procedure in Chapter 9-210,with <br /> the following modifications: <br /> (1) Preapplication Conferences shall not be required: and <br /> (2) The time limit for approval shall be one (1) year. <br /> (c) Development Requirements. Sanitation Permits approved under the provisions of this <br /> Chapter shall be subject to those conditions which ensure that the proposed use meets <br /> the minimum requirements of the County including, but not limited to,the following means <br /> or proposed means for the disposal, treatment, or discharge of wastewater: <br /> (1) Will not permit the escape of any unpleasant or noxious odors, vapors, or gases; <br /> (2) Will not permit the ingress and egress of flies, other insects, rodents, or animals; <br /> (3) Will not permit the discharge of wastewater or the discharge or drainage of <br /> effluent from the wastewater disposal system to empty, flow, seep, drain, <br /> condense into, or otherwise pollute any watercourse, or other waters used or <br /> which may be used or suitable for use for domestic, recreational, or agricultural <br /> purposes; <br /> (4) Shall not be offensive, dangerous, or injurious to health, or create a nuisance; <br /> and <br /> (5) Shall conform in all respects to the regulations and standards of the <br /> Environmental Health Division for the disposal, treatment, or discharge of sewage. <br /> (d) Inspection of Permitted Work. Work done under any Sanitation Permit shall not be <br /> covered, concealed, or put into use until it has been inspected and approved by the <br /> Director of the Environmental Health Division. <br /> (e) Changes May Be Ordered. The Director of the Environmental Health Division may order <br /> changes to any existing system, method, means, manner, or place for the disposal, <br /> treatment, or discharge of sewage in order that they shall not constitute a menace to the <br /> health of human beings or animals.The orders of the Director of the Environmental Health <br /> Division shall designate the period within which such changes are to be made. <br /> (f) Special Permits. Notwithstanding any other provisions of this Chapter, the Director of <br /> Environmental Health may approve Special Permits for limited periods of time when the <br /> requirements of this Chapter or any of the standards adopted pursuant to this Chapter <br /> July 1992 1110-2 <br />
