Page 10
If a leakage/spill occurred from the diesel supplier's tank connecting hose while filling up the
10,000-gallon AST, the direction of flow runs South and East towards the identified emergency
ready storm drains. The tanker's truck estimated flow rate is 1 to 75 gpm (tanker truck has a
variable speed pump)with an approximate full volume of 4,000 gallons.
The two 150-gallon day use tanks in the generator room are double walled UL approved and
thus fully comply with secondary containment. These tanks have an overflow backup pump
with an audible alarm.
In the unlikely event of the rupture of a double walled 150-gallon tank, the spill would stay
within the generator room. Absorbent waddle would be placed to contain the spill area and
absorbent material would be used to collect spill material and it would be properly disposed.
Inside the generator room there is a drain that is connected to the City of Stockton Municipal
Stormwater System, and therefore must be protected with a spill barrier immediately.
Area B:
The 6,000-gallon UST(exempt) is double has a leak detection system for both vapor and
liquid. The 275-gallon, 100-gallon and 50-gallon day tanks are UL approved single-wall tanks.
These tanks are retired and do not store hazardous material. These tanks are pending
decommissioning along with retired diesel-powered generators no longer in use.
The 250-gallon grease trap tank is under an awning and is not connected to any system. This
tank is emptied by an outside contractor that is contacted periodically to dispose of the grease.
Rainwater and human error are the likeliest reasons for a spill. The implementation of an
awning has greatly reduced the risk for a spill due to rainwater.
If a leak or spill were to occur, the direction of flow would run north into Magnolia's Street
gutter then flows west to the storm drain catch basins on the south side of Magnolia Street at
Harrison Street. The catch basin would be protected with a sandbag or pillow immediately to
prevent the spill from entering the stormwater system.
Area C:
The 250-gallon AST is a double walled UL approved tank with high level alarms and interstitial
monitoring of tank bottom. The day tanks are also UL approved with spill retention features.
The tank is placed inside of a UL approved open top diked generator base.
If a leak occurred during transfer from bulk fuel truck, the direction of flow runs southeast
towards the emergency ready storm drains labeled in the Spill Prevention Control and
Countermeasure Plan. The fuel truck's estimated flow rate is between 1 to 75 gpm (tanker
truck has a variable speed pump)with an approximate full volume of 4,000 gallons.
An EST panel is located inside of the hospital — it is labeled a "Back-up Power enunciator
Generator." Low oil pressure, low fuel level, low battery voltage, and fail to start are some of
the few sensors that are measured on the 250-gallon AST.
3.13 Inspection, Tests, and Records
In accordance with§112.7(e)
Inspection and integrity testing of ASTs are conducted in accordance with good engineering practices
and in accordance with industry standards. Steel Tank Institute SP001 Standard for the Inspection of
Aboveground Storage Tanks (most current)was used as the industry standard for developing tank
inspection requirements in the SPCC Plan.
Dameron Hospital
Spill Prevention Control and Countermeasure Plan
June 12,2020
