Item No . 2 <br /> PC : 2-5-87 <br /> SA-87-13 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission deny the Site <br /> Approval based on the inability to make Findings No . 1 and 4 <br /> noted below: <br /> FINDINGS FOR SITE APPROVAL <br /> 1 . The establishment , maintenance, and operation of the use does <br /> conflict with the text of the General Plan because of poten- <br /> tial conflicts that this use may create with adjoining land <br /> uses . <br /> 2 . Adequate utilities, sanitation, and other necessary facili- <br /> ties will be provided, and the proposed improvements are pro- <br /> perly related to existing and proposed streets and highways. <br /> 3 . The property involved is of adequate size and shape to accom- <br /> modate the proposed use and all yards, buiding coverage, set- <br /> backs, parking areas, and other requirements of the Planning <br /> Title because no structures are proposed, and the area con- <br /> tains 8 . 26 acres, which is large enough to accommodate all <br /> requirements that may be imposed. <br /> 4 . Issuance of the permit will be significantly detrimental to <br /> the public health, safety, or welfare and be injurious to the <br /> property and improvements of adjacent properties because the <br /> site has been identified by the Local Health District as <br /> having a high potential for becoming a problem source of <br /> ground squirrels and rodents which would be injurious and a <br /> nuisance to neighboring agricultural operations. <br /> PROJECT DESCRIPTION <br /> The applicant has applied to allow the continued use of an <br /> 8 . 26-acre portion of a 24 . 54-acre parcel for the temporary <br /> storage of grapevines. The vines are seasonally harvested in the <br /> area and hauled to the site in their raw state . As needed, the <br /> vines are taken to a plant site in the City of Lodi , where the <br /> vines are used to make furniture products. <br /> No employees are stationed at the site, although there are <br /> periods of activity when vines are being brought to the site <br /> during harvesting which amount to about six weeks out of the <br /> year . Hours and days of operation are Monday through Friday from <br /> 7 : 00 a.m. to 4 :00 p.m. Employee presence at the site will be <br /> intermittent during those hours. <br />
