S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HONEST AUTO SALE AND REPAIR 595 E ELEVENTH ST,TRACY May 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 119 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). <br /> OBSERVATION: This business's hazardous waste activities have not been reported on the California <br /> Environmental Reporting System (CERS)website. <br /> -An account has been created, but there has been no CERS submittal since account were created. <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS <br /> website. <br /> CORRECTIVE ACTION: Immediately report your business activities including the hazardous waste program on the <br /> CERS website. https://cers.calepa.ca.gov/ Provide a corrective action statement to the San Joaquin County <br /> Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -Seven 55 gallon drums with used oil observed with used oil accumulating on top of lid. <br /> -Used absorbent observed accumulating on the floor of the hazardous waste storage area. Operator states <br /> absorbent was used when an oil pump malfunctioned and overfilled one 55-gallon drum with used oil. <br /> -One oil pan with used oil accumulating inside found on top of one 55 gallon drum with used oil. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean accumulating used oil and used absorbent and manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste.
