The following is an itemized list of hazardous waste violations that have not been <br /> addressed for West Wind as of July 22, 2020. <br /> Open violations from June 02, 2020 inspection <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#203-Transported or caused transportation of hazardous waste to an unauthorized point. <br /> OBSERVATION: According to manager Greg Praszek, hazardous waste is transported periodically by West Wind <br /> to their office in Illinois. Greg also mentioned that the full trailers of hazardous waste are shipped by BNSF. The <br /> hazardous waste consisted of used oil, used oil filters and lead acid batteries. Hazardous wastes shall be disposed <br /> of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other <br /> authorized point. <br /> CORRECTIVE ACTION: Immediately cease transportation of hazardous waste to an unauthorized point. Provide <br /> a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> One 55-gallon drum of used oil was observed with used oil pooling on top of the drum. <br /> One used oil stain was observed outside the southwest corner of the terminal building. The stain was <br /> approximately 10 feet by 2 feet and appeared to be on asphalt. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: <br /> Immediately place all used oil in closed containers. <br /> Immediately cleanup the oil stain and dispose of the absorbent waste in accordance with hazardous waste control <br /> law. <br /> Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement <br /> and supporting documentation to the San Joaquin County Environmental Health Department describing the storage <br /> and final disposition of the cleaned up waste. <br /> Page 5 of 7 <br />
