• A Specific Plan. <br /> Plan contents and processing procedures shall conform to the guidelines approved by the Board <br /> of Supervisors. <br /> For each New Town adopted Plans shall contain a level of detail that is sufficient for buildout of <br /> any particular phase of the community. The plans shall contain a detailed infrastructure phasinq <br /> plan a financing plan with phased costs and revenues a lobs/housing plan that establishes a <br /> balance of lobs to housing and a program to monitor and maintain that ratio, an affordable <br /> housing plan that establishes mechanisms to ensure opportunities for housing for all thos <br /> employed in the community, and a program to monitor and maintain those opportunities. <br /> The service and financing plans shall be prepared on a community-wide basis, and they shall be <br /> adopted prior to or at the same time as the adoption of a Specific Plan. <br /> More than one Specific Plan may be adopted for each New Town or portion thereof. Each <br /> adopted Specific Plan shall be consistent with the service and financing plans adopted for the <br /> community. <br /> An Environmental Impact Report (EIR) shall be prepared and certified for each service, financing, <br /> and Specific Plan of each New Town The EIR shall include a monitoring program to ensure that <br /> each phase of development is in compliance with these plans for which the EIR was prepared. <br /> The monitoring program shall be combined with the mitigation monitoring program required by <br /> the California Environmental Quality Act, <br /> H. Add 'Mixed Use, to Appendix B, Zoning/General Plan Consistency Matrix, as follows (see <br /> attached). <br /> Attachment B B-4 (PC: 4-9-92) <br />
