For example, all <br /> of the neighborhoods can be tied together with a combination of pedestrian. bicycle and transit <br /> routes. Each neighborhood can further be planned to be as self-sufficient as possible to minimize <br /> additional shopping or other trips. <br /> 3. Impact: <br /> The project would increase regional emissions of criteria pollutants through new vehicle travel and <br /> area source emissisons associated with residential and industrial uses in excess of threshold <br /> levels established by the San Joaquin Valley Unified Air Pollution Control District. These <br /> emissions will delay eventual attainment of air quality standards. <br /> Mitigation: <br /> The EIR proposes a number of effective mitigation measures that will minimize air quality impacts. <br /> Mitigation measures include: mixing and orienting land uses to maximize opportunities for <br /> pedestrian and bicycle use by locating mutually supportive land uses in proximity to one another, <br /> including adequate park-and-ride and transit facilities, constructing an adequate network or <br /> bicycle and pedestrian trails, incorporation of an ambitious TDM strategy, and adherence to all <br /> applicable mitigations identified in the recently adopted San Joaquin Valley 1991 California Clean <br /> Air Act Air Quality Attainment Plan (adopted 1-92). <br /> Finding: <br /> Specific economic, social, or other considerations make infeasible any mitigation measures or <br /> project alternatives identified in the Final EIR. <br /> Supporting Facts: <br /> The EIR states that even with the incorporation of all recommended mitigation measures there <br /> would be an unavoidable, significant environmental impact. Supporting facts to the statement for <br /> this finding would be very similar to the findings for Transportation: i.e, regional air quality <br /> emissions will exceed recommmended levels whether or not this project is approved since traffic <br /> congestion and LOS will be at F on 1-205 over the Altamont Pass regardless during the planning <br /> period. The project will intercept some commuter trips that would otherwise go over the Pass, <br /> and thus improve air quality to some degree. Also the project will generate an internal <br /> jobs/housing balance at buildout which will minimize air quality degradation that might otherwise <br /> occur. The production of up to 18,755 jobs within Mountain House is another finding that can <br /> override the stated environmental impact. <br /> 4. Impact: <br /> The project will create growth inducing press.�:es on lands adjacent to the project, as well as <br /> undeveloped lands between the project site and the City of Tracy that cannot be mitigated to a <br /> less than significant level. <br /> Mitigation: <br /> The EIR proposes a number of mitigation measures to reduce and limit the growth inducment <br /> pressures that will result if this project is approved and developed.
