Mitigation 4.15-2(a): Prior to adoption of the GPA, buffer zones between existing agricultural lands <br /> and residences should be provided <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: See the discussion under Impact 4.2-1(a). Restrictions on aerial spraying <br /> proposed by the project proponent will minimize this impact. Specific measures to minimize odor <br /> and air quality impacts will be incorporated into subsequent plans and evaluated in subsequent <br /> environmental assessments. Also, the overall decline in air quality is considered a significant <br /> unavoidable impact, which is addressed in Attachment C. <br /> 2. Impact 4.15-2: Same as above. <br /> Mitigation 4.15-2(b): Residential uses should be provided with minimum 500-foot-wide buffer <br /> zones between industrial uses and the wastewater treatment plant. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: The revised land use diagram being considered for approval has incorporated <br /> this mitigation measure and has utilized a combination of roadways and golf course greens to <br /> separate it from the nearest residential uses. Prevailing winds also blow away from the project <br /> site, which will help minimize any airborne odors. <br /> J. NOISE <br /> 1. Impact 4.16-I: Residential development, schools, and other noise sensitive land uses on the <br /> project site would be exposed to excessive noise levels, especially in the area between Grant Line <br /> Road and 1-205. <br /> Mitigation 4.16-1(a): The siting of residential or other noise sensitive land uses adjacent to 1-205 <br /> should be avoided. Future residences should be located outside the 65 Ldn freeway noise <br /> contour. <br /> Finding: Changes or alterations have been required in, or incorporated into, the project which <br /> avoid or substantially lessen the significant environmental effect as identified in the FEIR to a <br /> nonsignificant level. <br /> Statement of Fact: The revised land use diagram being considered for approval has altered the <br /> land use mix and has relocated all proposed residential uses outside of the 65 Ldn freeway noise <br /> contour. A combination of landscaped buffer,frontage roads, and commercial and business park <br /> industrial uses will separate the residential areas from the freeway. <br /> Attachment C-1 C1-6 (PC: 4-9-92) <br />
