Statement of Fact : <br /> • The approval of the Project is subject to the <br /> following conditions which assure identification and <br /> prevention of potential PCB exposure, and <br /> identification and minimization of potential EMF <br /> impacts by requiring setbacks from transmission lines <br /> and educating the public regarding the potential <br /> health risks from overhead electrical lines . <br /> • The Applicant must request information trom PG&E on <br /> the presence of any transformers containing PCBs , and <br /> any records of spills from such equipment . If <br /> PCB-containing equipment ( 50 to 500 parts per million <br /> PCBs in the oil) or PCB equipment (over 500 parts per <br /> million) were identified, this equipment must be <br /> replaced with non-PCB containing equipment . Any <br /> identified spill areas must be evaluated for <br /> cleanup . The Applicant shall be responsible for the <br /> costs of testing and replacing PCB-containing <br /> transformers . <br /> • The Applicant must request information from PG&E on <br /> the calculated strengths of the electric and magnetic <br /> fields generated by the Weber-Herdlyn and Rio <br /> Oso-Tesla lines , and the proposed Rancho Seco-Tesla <br /> line . Field strengths should be identified at the <br /> existing edges of the rights-of-way and at 50 , 100 <br /> and 200 feet from the edges of the rights-of-way. <br /> Field strengths should be calculated for a range of <br /> loading conditions including average load and maximum <br /> anticipated load. <br /> • Land adjacent to transmission line easements must be <br /> planned for recreational use or open space, to the <br /> maximum extent possible . The Applicant must continue <br /> to evaluate the field strength information for the <br /> existing and proposed transmission lines in light of <br /> new research findings to identify whether setback <br /> distances for structures intended for human occupancy <br /> would be appropriate. <br /> • The proposed high school and elementary school south <br /> of Grant Line Road and adjacent to existing and <br /> proposed electrical transmission line easements shall <br /> be relocated. This relocation must be identified in <br /> the Specific Plan. <br /> • The Applicant must develop public informational <br /> material on the potential health problems caused by <br /> exposure to EMF from all sources , including overhead <br /> C2-56 <br /> 0189r/0202r <br />
