Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must prepare an Emergency Response Plan <br /> for the Project which includes procedures for <br /> response to flooding events . The plan must present <br /> an emergency communication system, identify emergency <br /> coordinators , and establish evacuation procedures . <br /> The Emergency Response Plan must be reviewed and <br /> approved by the San Joaquin County Office of <br /> Emergency Services prior to approval of the Specific <br /> Plan . <br /> • Other mitigations require the Applicant to take steps <br /> to remove the flood plain designation before <br /> developing in the 100-year flood plain, and further <br /> require levee inspections/improvements , to reduce the <br /> potential for levee failure . <br /> • See FEIR, Section 4 . 12 . <br /> T-10 . Potentially Significant Impact • Mosquito Infestation <br /> [ Impact 4 . 12-101 <br /> Open water bodies within the Project Site could provide <br /> active breeding sites for mosquitoes , potentially causing <br /> an environmental nuisance condition and disease <br /> transmission. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Applicant must prepare and submit 'a mosquito <br /> abatement program as part of the Specific Plan. The <br /> program must identify expected and potential areas <br /> conducive to active breeding of mosquitoes , and <br /> present specific mosquito abatement techniques which <br /> would minimize potential degradation of water <br /> quality. The program must be submitted to the San <br /> Joaquin County Mosquito Abatement District for review <br /> and approval .
