Statement of Fact : The impact will be reduced by the following : • The Applicant must prepare an Emergency Response Plan for the Project which includes procedures for response to flooding events . The plan must present an emergency communication system, identify emergency coordinators , and establish evacuation procedures . The Emergency Response Plan must be reviewed and approved by the San Joaquin County Office of Emergency Services prior to approval of the Specific Plan . • Other mitigations require the Applicant to take steps to remove the flood plain designation before developing in the 100-year flood plain, and further require levee inspections/improvements , to reduce the potential for levee failure . • See FEIR, Section 4 . 12 . T-10 . Potentially Significant Impact • Mosquito Infestation [ Impact 4 . 12-101 Open water bodies within the Project Site could provide active breeding sites for mosquitoes , potentially causing an environmental nuisance condition and disease transmission. Finding : Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . The program must identify expected and potential areas conducive to active breeding of mosquitoes , and present specific mosquito abatement techniques which would minimize potential degradation of water quality. The program must be submitted to the San Joaquin County Mosquito Abatement District for review and approval .
