Statement of Fact : In addition to the Project-specific mitigations discussed above, the following mitigation measures are required to mitigate the Project ' s cumulative impacts : • Energy conservation and alternative energy use measures recommended in the FEIR on the San Joaquin County Draft General Plan (San Jraquin County, 1991d) should be implemented in conjunc _ ion with those measures recommended for the Project . • See FEIR, Section 6 . 1 . 11 . Potentially Significant Impact : Public Utilities/Telephone New development would be expected to be served by relevant service providers . Finding : Changes or alterations have been required in, or incorporated into , the Project which, together with the mitigation measures set forth below, would substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level .
