Many of the Reduced-Scale objectives listed on page 5-75 <br /> do not require a 60% reduction in the Project . For <br /> example, large underdeveloped land areas are not required <br /> to protect areas within the Project Site from adjoining <br /> agricultural operations , to concentrate development around <br /> a town center , to protect riparian corridors , to provide <br /> neighborhood schools and facilities , to establish a <br /> jobs-housing balance, to minimize off-site impacts related <br /> to water and wastewater treatment plants , to provide <br /> parks , or to provide adequate setbacks from major <br /> transmission lines . Therefore, most of the Project goals <br /> could be accomplished without reducing the land use <br /> program. <br /> 3 . Preservation of agricultural lands within the Project Site <br /> sets up the potential for more urban/agricultural <br /> conflicts , particularly in the area south of Grant Line <br /> Road and in the area north of the golf course. <br /> 4 . The alternative does not propose development south of <br /> Grant Line Road. This plan approach fails to take logical <br /> advantage of major existing infrastructure (the freeway <br /> and Patterson Pass Road) and is likely to create less <br /> viable agricultural operations in a strip along the <br /> freeway. Furthermore, it is in conflict with the County' s <br /> desire to create a logical General Plan amendment area , <br /> which led to inclusion of the expanded area south of Grant <br /> Line Road . <br /> 5 . The development of an Old River regional park would be <br /> infeasible under this alternative, as no access or <br /> services would be available without adjoining development <br /> in the area north of Byron Road. <br /> 6 . Exclusion of areas north of Byron Road and south of Grant <br /> Line Road would be subject to growth inducing pressure <br /> without the opportunity to adequately plan for <br /> infrastructure, services and land use considerations . <br /> 7 . Land use configuration is awkward in some areas , such as <br /> poor layout of golf course and location of commercial <br /> areas surrounded by agriculture in the northwest area . <br /> 8 . Infrastructure costs per unit would be much higher as the <br /> same amount of work to Mountain House Creek, storm <br /> run-off , Byron Road, Patterson Pass Road, Grant Line Road <br /> and raw water conveyance system would be required . <br /> C3-7 <br /> 0276r <br />
