Washington St., Stockton CA July 16, 1998 <br />3:30p Received call from Diane Hinson COS stating that California Cedar <br />Products on Wilcox Way is dumping Chromic Acid to the city POTW. <br />4:30p Arrived at California Cedar Products on Wilcox Way. Spoke with Roger <br />Barron (209) 931 2448 and Lohit Tutupalli (209) 931 2448. They both <br />indicated that the discharge that I was looking for was taking place at the <br />production plant at 1340 W Washington. <br />5:OOp Arrived at 1340 W Washington Street and spoke with Rod Gonzalez the <br />Health and Safety Manager for Cal Cedar. Mr. Gonzalez explained that <br />the discharge of concern is a chemical dye used in the manufacture of <br />pencils. He informed me that chemicals used I the manufacture of pencils <br />are required to be non toxic due to the fact hat people chew on pencils. <br />He said that he was very surprised to find the presence of chromium in <br />the dye. <br />We looked at the MSDS sheet for Intracid Pure Blue L 50% Paste. <br />Chemical name Triphenylmethane. Hazardous ingredients none. <br />Exposure limits N/A. Product not reportable under SARA. OSHA <br />Classifications for Hazardous Material is none. May cause eye and skin <br />irritation. The NIOSH guide had similar notations. <br />Mr. Ramirez said that the label on the drum says that the product contains <br />Chromium Sulfate. Analysis by Precision Envirochem indicated the <br />presence of Chromium at a concentration of .12 mg/I. STLC for Chromium <br />III is 5 mg/I and the TTLC is 2500 mg/kg. The chemical concentration of <br />Chromium does not meet the criteria for hazardous waste. <br />Mr. Ramirez has procured the services of a licensed hazardous waste <br />hauler to transport the material from his pretreatment facility to a recycler. <br />Manifests are included with this report. <br />Mr. Ramirez stated that the material was used at the research and <br />development lab on Wilcox for a process that they experimented with <br />about 5 or 6 years ago. Usually the concentration that they use is 18%. <br />They ware aware that the method to neutralize the dye is to use bleach. <br />Cal Cedar mistakenly used the amount of bleach needed to neutralize an <br />18% solution when in fact the concentration of dye was 50%.
