We were met by Cal Cedar
representative Reed Burson who showed us where the scrubber
system on their boiler system was located. Below the scrubber
unit a dumpster was collecting the wet ash material, at the
bottom of the dumpster a crude trough had been installed to
direct the liquid waste to another receptacle. Mr. Burson
explained that this dumpsterwas relocated because the liquid
waste dripping from the dumpster was going into the storm drain.
Mr. Burson stated that the ash is removed and placed in the
dumpster on Sonora Street and hauled away by Delta Container
Company. I asked him if the ash was completely dry before
placing in this second dumpster, he stated it was not and I asked
to check this other dumpster. Inspection of this location
revealed a large dumpster which also had a trough which drained
into a 55 gallon barrel. The barrel was overflowing and liquid
was also escaping the dumpster through the cracks. In addition
to the 55 gallon drum, a 5 gallon container had collected the
liquid. A sample was taken from this 5 gal container. The
gutter had absorbent material but liquid was still evident and a
sample was collected at this point.
