Washington Street <br /> Stockton, CA 95203 <br /> RE: DIESEL RELEASE CLEANUP 7/27/07 <br /> Dear Doug, <br /> Per your request for a narrative/report regarding Romic's response to the events of 7/27/07 in <br /> response to the unplanned release of 40 to 50 gallons of Diesel oil, the following is offered for <br /> your review: . <br /> On 7-27-07 ROMIC was contacted by POSDEF regarding a diesel spill at P.O.S.D.E.F, located <br /> at 2526 W. Washington Street in Stockton, CA. ROMIC arrived on site at approx. I lam and met <br /> with operations personnel in the control room and were, subsequently, brought to the diesel tank <br /> location where a remote pump area was located. This location was on a pad outside the above <br /> ground storage tank(AST) containment. Romic' scope of work was to remove impacted <br /> soil/rock using a Bobcat(supplied by POSDEF), digging bars, shovels, hoe's and picks. Romic <br /> began removing all visibly impacted soil/rock and stockpiled the material on plastic sheeting <br /> placed adjacent to the spill area, for eventual sampling, profiling and disposal. <br /> ROMIC excavated impacted soil and rock in(2)locations adjacent to each other, each approx. <br /> 8'x I 5'x6", to remove all visibly contaminated soil down to visibly clean compacted soil. <br /> ROMIC stopped work at 4prn, once the newly impacted soil had been stockpiled and covered <br /> and the cover secured. ROMIC reviewed the removal work with Doug Hale (POSDEF) and it <br /> was decided that Romic should return on Monday'7-30-07 to remove some additional rock/soil <br /> from around some support beam footings. <br /> On Monday, 7-30-07, ROMIC hand excavated around several footings to a depth of approx. <br /> 18"and an area of approx. 2 feet out/around the footings. Further excavation around the footings <br /> was stopped,to prevent contact with or possible damage to the Grounding Grid that exists below <br /> the surface throughout the facility. There may be mild contamination around the footings due to <br /> the possible migration of diesel oil down the footing. Since further excavation was not advised, <br /> due to the grounding grid, ROMIC took pictures and then backfilled holes. <br /> ROMIC has removed approx. 10-12 yards of diesel impacted soil and rock and has stockpiled it <br /> on and covered it with, plastic sheeting. The site is now secure pending S.J.C.E.H.D review and <br /> soil sample report. <br />
